Are Transfer Agents Never Able to Sell Stock?

As brokers often deal in trading, a transfer agent cannot sell or transfer a stock. However, occasionally, shareholders decide against using a broker to sell or transfer their shares. As such, investors can use transfer agents to sell or transfer their actual share certificates.
